DUTIES:
Leads and directs cross-functional teams to deliver Department of Veterans Affairs (VA) construction projects within the constraints of schedule, budget and scope for the Manchester VA Medical Center, through the Engineering section of the Facility Service. Responsible for coordination and oversight of all activities relating to multiple concurrent architectural/engineering design efforts and construction endeavors. Serves as the designer/consultant in the planning, design, and supervision of new construction, as well as alterations and additions to the existing building, grounds, utility plants and systems.
Project Manager serves as the contact for the end users of multiple construction projects in excess of $10,000,000 in station level, NRM (Non-Recurring Maintenance), minor construction projects, construction and design costs, proactively translating customer requirements into technical options and solutions to address evolving customer and patient facility needs. Receives initial customer requirements and works directly with the user to mature the customers intent to an actionable programming and design stage. Develops rough estimate of projected costs, creates and submits programming documents and serves as the primary proponent and technical expert during the resource procurement process.
Incumbent initiates the design stage by the creation of a statement of work (SOW) that balances the resources available with customer expectations. Develops and delivers specifications and cost estimates for projects. Reviews project submittals and shop drawings, analyzes equipment requirements and provides estimated labor and material costs.
Project manager leverages professional and technical expertise to select Architectural and Engineering (A/E) for for the design of Projects. Leads and directs the A/E firm throughout the entire design process through to completion and is directly responsible for final acceptance of the final design documents to include specifications, drawings and take-offs.
Manages construction contractor selection process utilizing a technical evaluation. Lead professional for the selection and award of construction program contracts to technically competent and reasonably priced bids; the basis for this determination is based in large part on the Project Managers thorough understanding of current construction market conditions through knowledge gained from industry experience.
Leads site management staff in day-to-day project management of the project to include the enforcement of security, occupational health and safety, fire safety and interim life safeety measures. Leads the personnel coordination and logistics behind required tenant and/or customer movements necessary to complete the projects in the Project Manager's purview. Monitors and controls project construction budgets to include review of requests for payments via invoices, change order requests and requests for deduction. Prepares program metrics, project progress and financial reports. Prepare five year Non-Recurring Maintenance (NRM) program and minor and NRM application annual basis for Central Office approval. Update project tracking report monthly and Facility Condition Assessment (FCA) database and prepare space driver spreadsheet. Prepare environmental liability quarterly report and monthly work in process report. Incumbent acts as Engineering section lead in the absence of the engineering section lead.
Administer and approve various types of contracts and serves as Contracting Officer's Representative (COR) or the Contracting Officer's Technical Representative (COTR) on various contracts including but not limited to building services, design projects, construction projects and/or term contracts. The project manager has the authority to work directly with contractors, vendors and architect.engineering firms. Anticipate and resolve project-related problems and develop contingency plans to mitigate unresolved problems. Accomplish work through multi-disciplinary team members, such as those from other Divisions, Federal, state and local agencies, private architectural- engineering firms, and construction contractors. Project Manager assists in the development of the long range planning for construction and maintenance programs.
Fully competent in computers/computer software to include information management programs, computer aided design and drafting (CADD) programs, and project tracking programs.
WORK SCHEDULE: Monday thru Friday 7:30 am to 4:00 pm
QUALIFICATIONS REQUIRED:
Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.

3. Knowledge of VA and outside regulatory requirements, guides, policies, and medical facility program equirements as they relate to the construction project management program.
4. Ability to manage construction work in an occupied facility; create, organize, and coordinate document for active construction projects.
