Jobing Description

To procure materials, equipment, supplies and services of a highly specialized and complex nature which may require alterations or customizing to meet the requestor's specific need and specifications. Leads activities of subcontract administration teams on assigned programs required for the sourcing of complex (i.e., engineering development) programs for material, software, and services. This is accomplished following established and approved procurement policies and procedures in order to provide the best value consistent with quality and service requirements while maintaining good supplier relations. Responsible for Procurement Compliance, and Cost/Price Analysis. May establish and execute the Small Business Program.

Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers; 4. Utilize computer skills to prepare appropriate reports and documents; 5. Make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations; 6. Analyze, evaluate, develop and implement processes and systems within budget and adhere to time requirements and schedule.

Required Education:
Bachelors and 8+ year(s) related experience

Required Experience:
Bachelors' degree in a technical field; or in Business or Management or equivalent experience,Familiarity with Excel, Word, PowerPoint (or similar) applications.

Required Skills:
1. Reviews requirements document (i.e., statement of work and specifications) for clarity, adequacy that contributes to the development of balanced requirements that considers markets, supplier capabilities, company objectives and customer needs. Identifies and ensures the flowdown of prime contract requirements for subcontracting. 2. Identifies potential resources for required materials, and develops and issues request for proposals. Respond to supplier inquires. 3. Receives and reviews supplier proposals. Leads proposal evaluation teams in fact finding, technical evaluation, and cost/price analysis. Prepares and issues subcontracts for selected suppliers. 4. Negotiates subcontract terms and conditions including price, delivery, quality, and performance requirements. Negotiates required special terms. Performs or ensures the performance of independent price/cost analysis, if needed needed. 5. Ensures that discussions, correspondence and agreements with potential and actual subcontractors are in accordance with government law, corporate and company policy and program special provisions 6. Provides pricing input for the material section of prime contract proposals. 7. Provides subcontract advice to program managers, engineering personnel, and other related functions such as finance, quality, and contract administration. 8. Closes out subcontracts upon receipt of all deliverable items and final payment. 9. May lead other employees in the performance of their duties including providing assignments, training, technical assistance, establishing performance and enhancement goals. 10. Work is performed without appreciable direction. Exercises considerable judgment in determining objectives and approaches. 11. Has extensive contact with top management of the Business Area, Line of Business or BAE Inc.
